Recently, I joined the attorneys general of all the states in asking President Obama to reexamine actions by a federal agency permanently blocking states from enforcing their consumer protection laws with regard to certain financial institutions.  I am also joining a brief asking the United States Supreme Court to hear a case that permitted this agency to block state enforcement of a state law against a national bank that was violating the state law.

The Office of the Comptroller of the Currency (OCC) is the federal agency responsible for oversight of national banks. The OCC’s unprecedented seizure of regulatory authority prudently exercised by the states has contributed to the current financial crisis in our nation and run roughshod over constitutional principles of federalism.

To stop states from enforcing their own laws, the OCC relies upon the National Bank Act, which was enacted during the Civil War.  Until recently, our nation has operated under and benefited from a system that various commentators, the Supreme Court, and even the OCC itself have described as a “dual banking system.”  In fact, commentators attribute the dual banking system’s origins to the National Bank Act.  It would thus come as a surprise today to the drafters of the National Bank Act to learn that the OCC, pursuant to new regulations it has promulgated, uses 100-year-old National Bank Act provisions as the justification for its assault on state law.

It is important to emphasize that the OCC’s action is not pursuant to recent Congressional legislation or authorization to the OCC to preempt state laws.  Even more disturbing, the OCC’s preempting of state laws is not because Congress has preempted these laws.  Rather, it is the OCC’s decision to promulgate some regulations that “interpret” anew provisions of the National Bank Act.

The OCC’s undermining of state authority, as a matter of law, is bad enough as a matter of state’s rights, but its unprecedented action has led to unnecessary loss and harm to our country, harm that could have been avoided had the OCC allowed states to enforce their own laws.

Developing countries and people are endangered by today’s global financial crisis. The World Bank Group is helping with the financial rescue but believes that we must remain focused on the human rescue for the many millions left behind.

Almost 40 percent of 107 developing countries are highly exposed to the financial crisis and the rest are moderately exposed, with less than 10 percent facing little risk, according to new Bank estimates.

As many as 65 million more people could be trapped in poverty as economic growth slows around the world, according to Bank forecasts. This is on top of the 130-155 million people pushed into poverty in 2008 because of soaring food and fuel prices.

Infant mortality is set to soar due to countries’ lower growth rates. Between 1.4 and 2.8 million more babies may die in the next five years, if the crisis persists.

This year global trade is expected to fall for the first time in almost three decades. Investment in developing countries is projected to fall to 3.5 percent in 2009 due to tighter credit conditions.

Sharply tighter credit conditions and weaker growth are cutting into government revenues and their ability to invest to meet education, health and gender goals, as well as the infrastructure expenditures needed to sustain growth.

An unprecedented global financial crisis demands unprecedented initiatives to restore growth.

The Bank is calling for developed countries to pledge 0.7 percent of their stimulus packages, or as much as they can in additional money, to a global vulnerability fund to help developing countries, which can’t afford bailouts and deficits. This vulnerability fund is not a new entity but a target for developed countries to scale up help to existing development actors (national aid agencies; UN agencies, multilateral development banks; non-governmental organizations, etc).

Sharing a computer between two operating systems often requires dual booting. You can use either operating system on the computer, but not both at once. Each operating system boots from and uses its own hard drives or disk partitions.

This chapter explains how to configure your system to boot into both Red Hat Linux and another operating system. For clarity, we will assume that the other operating system is Microsoft Windows™. But the general procedures are similar for other operating systems.

Note Note
If Red Hat Linux will coexist on your system with OS/2, you must create your disk partitions with the OS/2 partitioning software — otherwise, OS/2 may not recognize the disk partitions. During the installation, do not create any new partitions, but do set the proper partition types for your Linux partitions using parted.
Note Note
If you want to be able to read from and write to a Windows NT, 2000, or XP partition from Red Hat Linux, do not set the Windows partition to file system type NTFS. If the Windows partition is of type NTFS, the partition can not be read in Red Hat Linux. If the Windows partition is of type VFAT, the partition can be read in Red Hat Linux.

If you have multiple Windows partitions, not all of them have to be of the same file system type. If you have more than one partition in Windows, you can set one to use VFAT and store any files you wish to share between Windows and Red Hat Linux on it.

If you do not have any operating systems installed on your computer, install Windows first and then install Red Hat Linux.

I’m a bit of a newbie when it comes to computer networking, particularly when it comes to understanding the terminology used to describe network hardware. Specifically, the thing I’m most confused about at the moment involves routers, routers, and switches.

Most of the technicians that I know have a tendency to use these names interchangeably. One minute they’re talking about a switch. Two minutes later they’re arguing over the router settings. Throughout all of this, though, they’re still looking at only the one box. This leads me to believe that a hub, switch and a router are all the same thing, but I’ve been told that that’s not the case. So could you please explain to me what the difference is between an Ethernet hub and/or switch and a broadband router? Thanks.

I can definitely appreciate your confusion on this topic. Today most routers have become something of a Swiss Army Knife, combining the features and functionality of a router and switch/hub into a single unit. So conversations regarding these devices can be a bit confusing — especially to someone new to computer networking.

The functions of a router, hub and a switch are quite different from one another, even if at times they are all integrated into a single device. Let’s start with the hub and the switch since these two devices have similar roles on the network. Each serves as a central connection for all of your network equipment and handles a data type known as frames. Frames carry your data. When a frame is received, it is amplified and then transmitted on to the port of the destination PC. The big difference between these two devices is in the method in which frames are being delivered.

In a hub, a frame is passed along or “broadcast” to every one of its ports. It doesn’t matter that the frame is only destined for one port. The hub has no way of distinguishing which port a frame should be sent to. Passing it along to every port ensures that it will reach its intended destination. This places a lot of traffic on the network and can lead to poor network response times.

Additionally, a 10/100Mbps hub must share its bandwidth with each and every one of its ports. So when only one PC is broadcasting, it will have access to the maximum available bandwidth. If, however, multiple PCs are broadcasting, then that bandwidth will need to be divided between all of those systems, which will degrade performance.

A switch, on the other hand, keeps a record of the MAC addresses of all the devices connected to it. With this information, a switch can identify which system is sitting on which port. So when a frame is received, it knows exactly which port to send it to, which significantly increases network response times. And, unlike a Hub, a 10/100Mbps switch will allocate a full 10/100Mbps to each of its ports. So regardless of the number of PCs transmitting, users will always have access to the maximum amount of bandwidth. It’s for these reasons why a switch is considered to be a much better choice then a hub.
